Algeria-EU association agreement: Over DZD700 bn earnings shortfall in customs revenues

ALGIERS- Algeria-EU association agreement has caused a loss of earnings of more than DZD700 billion to Algerian Customs revenues since it came into effect in 2005, until late 2015, an official from the Customs’ top management said Monday.
The shortfall in earnings in customs revenue amounted to DZD120 billion in 2016, and DZD140 billion in 2015, according to the figures provided by Toufik Saci, the deputy manager of the Algerian Customs’ Revenues and Recovery Department, at a press conference in which he presented a report on Customs activities in 2016.
But in spite of this loss in earnings, within the framework of the Algeria-EU association agreement, the Customs’ total recoveries reached about DZD1.000 billion in 2016, which account for 40% of the country’s ordinary taxation, he pointed out.
“In other countries, the Customs’ fiscal mission is declining in favour of economic and security missions (fulfilled by the same institution),” he said.
“In Algeria, many efforts have being made to strengthen Customs’ taxation mission to maintain revenues and recoveries at that level (DZD1.000 billion).”
