Messahel underlines need for Libya to build strong institutions

ALGIERS- Minister of Maghreb Affairs, African Union and Arab League Abdelkader Messahel underlined, Wednesday in Algiers, the need for Libya to build strong institutions “to combat terrorism and organized crime.”
In a statement to national press, Messahel emphasized the urgent need for Libya to “build strong institutions, especially an army and a government of national accord to combat terrorism and organized crime,” adding that “Libyans have the capacity to rebuild their country.”
The minister also reiterated Algeria’s position for the resolution of Libyan crisis with the respect for the sovereignty of Libya, non-interference in its internal affairs and inter-Libyan dialogue, adding that Algeria “enjoys the trust of the different Libyan parties.”
For Messahel, the political solution to the crisis “should not be imposed but should come from Libyans themselves, through a dialogue involving all Libyan parties concerned.”
The political agreement of 17 December 2015, signed under the aegis of the United Nations, aimed at helping to manage the transition, by providing for the setting-up of three institutions, namely the House of Representatives, the High Committee of State and the Presidential Council of the Government of National Accord.
As regards the African Union’s efforts for the resolution of the crisis, the minister recalled the setting-up of a Committee of five African heads of State to address the crisis, adding that Algeria demanded to broaden it to neighbouring countries.
“The Committee includes now the seven neighbouring countries,” he said.
The heads of State and Government of the AU Committee on Libya will meet Friday in Brazzaville, Congo.
