TIPASA-The United Nations Office on Drugs and Crime (UNODC) has chosen the prison of Kolea (Tipasa) as a model for global e-learning programme for the benefit of prisons through the world alongside with two
other prisons from two countries, Director General of Prison Administration, Mokhtar Felioune.
During an international meeting held by the UNODC in Vienna on 21 May, the prison of Kolea, representative of the Algerian prison system, was chosen for a UN training programme, alongside with Switzerland and Argentina, for the staff of the prison administration around the world, in accordance with the international human rights rules or commonly referred to as the “Nelson Mandela rules,” Felioune told APS Saturday.
It is an online global programme, established by the UNODC, that provides applications and action programmes focusing on the most recent techniques to deal with prisoners in the countries in question including Algeria. Prisons also use this programme to inquire about innovative prison systems aimed at the rehabilitation and social integration of prisoners who served their sentences, said the source.
Felioune dubbed this choice an “achievement” and “a certification delivered by the UN” to the prison administration reform and “staffs’ efforts.”
Algeria is a model for human rights as it provides prisoners with the necessary means to learn during their detention period.
The choice of the Kolea prison follows Algeria’s application to the UN online learning programme for prisoners. “Unlike some countries that did not participate in the contest, Algeria makes efforts in this field with transparency and with respect for human rights,” he continued.
After congratulating the staff of the prison administration, Felioune affirmed that prisons Algeria had become training schools that attach great importance to learning.
The number of prisoners receiving training programmes has significantly increased with more than 40 detainees, including nearly 39 vocational trainees throughout the country’s prisons.
Besides, 4,322 detainees will participate in the middle-school leaving examination and 4,200 ones will take the Baccalaureate examination, figures that reflect the growing interest of inmates in training programmes, said Felioune.
