Constitutional Council, UNDP ink cooperation agreement on exception of unconstitutionality

ALGIERS-The Constitutional Council and the United Nations Development Programme (UNDP) on Sunday inked an agreement on the training of executives in the implementation of the exception of unconstitutionality.
The agreement was signed by Chairman of the Constitutional Council Mourad Medelci, Resident Coordinator of the United Nations system and Resident Representative of UNDP in Algeria Eric Overvest, and Representative of the Foreign Ministry, in the presence of Assistant Secretary-General of the United Nations, Assistant Administrator of UNDP and Director of the UNDP Regional Bureau for Arab States Mourad Wahba.
“The three-year agreement will allow both parties get informed of a programme designed to assist the Constitutional Council in the implementation of the 2016 constitutional amendments under the reforms initiated by President of the Republic Abdelaziz Bouteflika, notably article 188 of the Constitution,” Medelci told the press ahead of the signing ceremony.
The exception of unconstitutionality reform is very important as it “defends the Constitution,” said Medelci, stressing that “the organic law will specify the methodology to implement this reform, notably the training of executives.”
The article 188 of 2016’s Constitution stipulates that the “Constitutional Council can be seized of an exception of unconstitutionality on referral of the Supreme Court or of the Council of State, when one of the sides in trial upholds before courts that the legislative provision on which the outcome of the litigation depends infringes the rights and liberties guaranteed by the Constitution.”
Before the signing ceremony, Medelci received Overvest. Both parties hailed the “quality of cooperation relations” between the Constitutional Council and the UNDP.
Medelci also received Wahba who is on an official visit to Algeria.
