BAGHDAD- The Speaker of the People’s National Assembly (APN) Mohamed Larbi Ould Khelifa called in Baghdad (Iraq) to combine efforts to elaborate a new “global strategy” of prevention from terrorism.
“Terrorism is a threat that affects any State, any society, any continent and any civilization,” said Ould Khelifa in a speech in the works of the 11th meeting of the Council of member countries of the Organization of Islamic Cooperation (OIC) which is being held in the Iraqi capital city.
“It is a phenomenon strange to our religion and which should not be peculiar to a country, a culture or a doctrine,” he added.
Terrorism “is a global threat which requires combining all the efforts to elaborate a new global strategy to prevent this scourge and violent extremism,” said Larrbi Ould Khelifa, underlining that “a global consensual definition must be found to terrorism, able to distinguish it from the legitimate resistance for freedom and sovereignty, and also an efficient legal basis must be implemented to prevent this threat.”
Presenting the Algerian experience, Ould Khelifa said that in front of a doubtful international silence, Algeria fought, for one decade, terrorism alone, “costing us more than 200,000 deaths and economic losses estimated at more than $30 billion.”
“From the 1990s, the State has mobilized its security institutions to efficiently fight this cross-border threat and protect the society, the country, neighbouring countries and even the world,” stressed Ould Khelifa.
Ould Khelifa underlined that the policy launched by President of the Republic Abdelaziz Bouteflika for the strengthening of the Algerian State’s institutions “ gave birth to the policy of peace and national reconciliation which allowed putting an end to a painful period in our modern history.”
