Algeria calls for finalization of 2nd African Counterterrorism Plan

ADDIS ABABA- Algeria called on Sunday at the 35th summit of the African Union (AU) in Addis Ababa, for the finalization of the 2nd African Counterterrorism Plan, the activation of the African Special Fund
to combat terrorism, the development of an African list of persons and groups involved in terrorism and the implementation of the African arrest warrant.
Algeria’s new vision for the fight against terrorism in Africa included in the report of President of the Republic, Abdelmadjid Tebboune, presented on this occasion, by Minister of Foreign Affairs and National Community Abroad, Ramtane Lamamra, is reflected in “the finalization of the second African Counter-terrorism Plan which would replace the one adopted by the AU in 2003, in accordance with the memorandum on the AU common action against the scourge of terrorism and violent extremism submitted by Algeria, in its capacity as coordinator of the fight against terrorism in Africa, and adopted by the Conference of Heads of State and Government.”
“It is also a matter of operationalizing the African Special Fund for the fight against terrorism and the activation of the Sub-Committee on the fight against terrorism under the Peace and Security Council.”
Among Algeria’s proposals in the field of the fight against terrorism and violent extremism in Africa, is that of “the setting up of an African list of persons, groups, and institutions involved in terrorist acts, including foreign terrorists.”
The Algerian vision also calls for “the implementation of the African arrest warrant project, an instrument whose importance was highlighted by the Peace and Security Council during its November 2018 session devoted to the scourge of terrorism in Africa.”
President Tebboune reiterates, through this new vision, Algeria’s commitment to ” support the AU’s action in preventing and combating terrorism and violent extremism, in view of preserving peace and stability and promoting the continent’s sustainable development.”
Despite the international community’s efforts against violent extremism and terrorism, this scourge continues to persist in several countries of the world, particularly in our continent, where the terrorist threat continues to reach alarming proportions, particularly in the Sahel-Saharan region, in the Chad basin, Eastern and Southern Africa, causing dramatic human and material damages, stressed the president.
These attacks claim human lives and provoke terror among populations, accentuating further instability and people’s displacement, he added.
The existing linkages between terrorism and transnational organized crime are likely to supply terrorist groups with new sources of funding, notably through the payment of ransoms, drugs, human trafficking, smuggling, and piracy.
Efforts to combat terrorism and violent extremism are hampered by the redeployment that is being made through “virtual space” after having lost the battle in “the physical space” by terrorist groups.
