Algeria calls for coherent strategy to counter terrorism financing in Africa

ALGIERS- Algeria has called, Monday through its Foreign Minister Abdelkader Messahel, for the development of a “coherent strategy” to counter the financing of terrorism in its different dimensions.
“Africa needs a coherent strategy to counter terrorism financing in its different forms, taking into consideration the key role of the economic and social development, modernizing economies, encouraging transparency and promoting good governance,” said Messahel in his opening address at the high-level meeting on the fight against terrorism financing in Africa.
The Foreign minister underlined that the meeting “is an opportunity to better understand the nature and scale of the threat posed by the availability of all these funding sources of terrorism on peace, stability and security of many countries in Africa and around the world.”
Messahel also stressed the need to “assess together the effectiveness of the different strategies as well as the normative framework and the international, regional and national instruments of African countries and international community to fight against terrorism financing.”
In this regard, the minister emphasized the need for “better multifaceted cooperation between our respective countries, as well as a regional and international legal, judicial, police and financial cooperation, in a spirit of complementarity, experience sharing and solidarity to counter this threat, which knows no border and no limit.”
“In view of the ideological propaganda developed by terrorist groups and their sponsors, particularly via the Darknet and encrypted platforms, for the radicalization and recruitment of as many people as possible, especially among those most psychologically, socially and economically vulnerable, money is still among the main weapons of the war waged by terrorism,” he said.
“Money is increasingly becoming a motivating factor replacing the ideological conviction in the recruitment processes and campaigns of terrorist groups,” added Messahel.
The minister underlined that “connection between terrorism and transnational organized crime has been acknowledged by the United Nations and its institutions, as well as by the African Union, the African Development Bank (AfDB), the Organization for Economic Cooperation and Development (OECD) and the Financial Action Task Force (FATF).”
