Situation in Libya: Total convergence of views with Algeria

ALGIERS- United Nations Secretary General’s Special Representative for Libya and head of the UN Support Mission in Libya (UNSMIL), Martin Kobler underlined, Thursday in Algiers, “the total convergence of views” with Algeria on the situation in Libya.
“We have exchanged views, we fully agree and there is a total convergence of views” with the Algerian approach regarding the solutions to the crisis in Libya, Kobler told the press following his discussions with Minister of Maghreb Affairs, African Union and Arab League Abdelkader Messahel.
“It is very important to know Algeria’s point of view (on the issue),” said the UN envoy, stressing the need for inter-Libyan dialogue to find a solution to the crisis.
In this regard, he underlined that “the problems are not very easy to resolve,” adding that “nearly ten months after the signing of the Political Agreement (17 December 2015), we have not yet a government approved by the House of Representatives.”
Kobler said “we have to continue on the basis of this political dialogue,” adding that it was up to Libyans to enter into dialogue based on the Political Agreement, because there’s no other option: this Agreement must be implemented”.
The UN “encourages the Parliament of Tobruk to approve the new Government that will be submitted soon,” he said.
Kobler stressed the urgent need for Libyan parties to reach an agreement, because “Libyan people are suffering from the lack of basic services, like drinking water and electricity.
The UN envoy also underlined Algeria’s key role in the resolution of the crisis, adding, while addressing Messahel, “without you (Algeria) we cannot take any action.”
In this regard, Kobler said “neighbouring countries’ support to the Political Agreement and to the UN is very important.”
“The conference of Libya’s neighbouring countries, which will be held in Niger next week, will address the issues of terrorism and illegal migration: two cross-border scourges,” he added.
During the discussions, Kobler and Messahel examined the recent developments in Libya and the ongoing efforts for the implementation of a political solution.
They also discussed the forthcoming regional and international meetings for a lasting solution to the crisis in the brotherly and neighbour country and the restoration of peace, security and stability in the region.
